Jacquelin Gioioso has over 25 years experience in the areas of municipal law, land use, prerogative writ, tax appeals, and tax liens. Ms. Gioioso works with many of the firm's municipal clients, advising them in areas that include developer's agreements, zoning and land use procedures, general ordinances, resolutions, contracts, and civil litigation. In addition, she has extensive trial experience in the defense of municipalities in the NJ Superior Court and Tax Court of New Jersey. Ms. Gioioso is well-versed in municipal law, including the Open Public Records Act, Open Public Meetings Act, and other laws that govern public bodies and their actions. Not only has she assisted numerous firm clients on adhering to the Open Public Records Act on a case by case basis, but she has provided a number of public sector clients in-house training on the new procedures, including instruction on procedures for responding to a request for public information and determining what records are exempt from public inspection. In addition to educating the firm’s clients, Ms. Gioioso has lectured extensively to outside local government officials, county and municipal officers, attorneys, and other professionals who represent public entities on the Open Public Records Act and Open Public Meeting Act and has been published on the topic as well. Her New Jersey Lawyer article, “OPRA’s Boundaries Get Clarification,” was referenced in the Journal Reviews and Commentaries section in the Statutes of the State of New Jersey. Ms. Gioioso is a member of the Class of 1999 of the Christine Todd Whitman Excellence in Public Services Series. She has served as an adjunct professor at Sussex County Community College, Special Counsel to the Township of West Milford, and was a member of the Fairfield Board of Adjustment for six years and also served as Vice Chair of the Board. Ms. Gioioso enjoys a unique perspective on land use in the state. She has acted as town attorney for numerous zoning and planning boards in New Jersey, where she advised board members and drafted many zoning and land use ordinances. As Vice Chair of the Fairfield Board of Adjustment, she has presided over meetings and reviewed developer applications at length. She has also represented developers throughout New Jersey, constructing applications and building effective teams of professionals. In addition, Ms. Gioioso has many years of experience defending/settling commercial, residential and industrial real property tax appeals throughout the state and has worked extensively on exploring potential uses for property under zoning ordinances.
